House Bill 08-1021 created the opportunity for Colorado administrative units to accelerate highly advanced gifted children under age 5 for kindergarten and/or under age 6 for first grade. San Juan BOCES School Districts will offer early access to kindergarten or first grade in the upcoming school year to support students who are evaluated to be exceptional in aptitude/cognitive reasoning, academics, school readiness and motivation. The purpose of early access is to identify and serve the few highly advanced gifted children who require comprehensive academic acceleration and is not recommended for the majority of 4 or 5 year olds.
For details about the application process, contact Nisia Patalan, San Juan BOCES Gifted Education Coordinator, at npatalan@sjboces.org. Applications are due by April 1st, 2025. Applications will be reviewed by a San Juan BOCES Early Access team, and families will be notified of the decision on or before June 1st.

To be eligible for Kindergarten enrollment, students must be at least 5 years old on or before October 1 of the enrollment year. Battle Rock Charter School may approve enrollment of students eligible for Early Access in accordance with state law. To be eligible for 1st grade enrollment, students must be at least 6 years old on or before October 1 of the enrollment year.
Selected groups of students will be granted priority enrollment (that is, they will be exempt from the lottery), in the following order:
We have been in continual operation since 1915 and a charter school since 1994. We do not recognize Founding Families as exempt from the lottery.
Each year, Battle Rock Charter School will establish and make publicly available an Enrollment Timeline. Families seeking to enroll must submit a completed Letter of Intent form by the deadline set forth in the Enrollment Timeline for enrollment in the subsequent school year. Battle Rock Charter School will use a variety of means to promote its enrollment process. The Enrollment Timeline, Letters of Intent forms, and instructions for submission of Letters of Intent will be posted on the Battle Rock Charter School website during the fall of the preceding school year. Battle Rock Charter School will also use social media, community partnerships, parent newsletters, and other sources to promote the enrollment process. Enrollment documents will be made available in the applicant’s preferred language upon request. The deadline for Letters of Intent to Enroll forms is the first Monday of April.
If the number of Letters of Intents exceed the number of available seats by the Letter of Intent deadline, a lottery will be used to determine the placement of students for any grade level for which the Letters of Intent exceed capacity. The enrollment lottery will be held in public at the school on the first Monday of April at 4pm. All students who are of eligible age and have timely submitted a Letter of Intent will be entered into the lottery. On the day of the lottery, students are assigned random numbers. A random number generator is used to select students to ensure equality. Once offers are made to students applying for grade levels with sufficient seats available, then names will be drawn, beginning with the highest grade level offered by the school requiring a lottery. Current students are automatically re-enrolled and do not enter the lottery provided they submit a Letter of Intent by the first Monday in April.
Once a student is selected, either via lottery or from the waitlist, Battle Rock Charter School will attempt to contact the family using the contact information provided on the Letter of Intent on the same day as the lottery or draw from the waitlist. If the family cannot be reached on the same day, the school will continue to attempt to contact the family for the next four business days. If the family cannot be reached during that time, they will forfeit their child/children’s enrollment and the child/children will be placed at the bottom of the waitlist. Notification to families will be made in the preferred language or mode of communication indicated on the Letter of Intent.
Students not selected via lottery will be randomly placed on a waitlist based on the student’s randomly generated lottery number. 14 days following the lottery, available seats will be offered to the prospective students at the top of the waitlist. Upon notification of admittance, families will have four business days upon verbal notification to accept the position. The school will attempt to contact the family for only four business days. The school will continue to enroll students from the top of the waitlist as positions become available throughout the school year.
